Hainan ASP PACS Pilot Project Launch
The Hainan ASP project started in 26th Oct 2006, when the Hainan Province People Hospital, GE Healthcare IITS, EMC, Intel and Cisco signed a Memorandum of Understanding (MOU) collectively at the Hainan Local HIT Annual Seminar in Guan Tang, Qiong Hai.
After a year of hard work, the project came to fruition, aided largely by consistent support from the general manager of GE Healthcare IITS, Asia, Clarence Wu.
Currently, the ASP data center is located in Hainan Province People Hospital while two other hospitals, namely Nongkeng Hospital and Sanya People Hospital, are connected through this platform.
With over 300km between both client facilities, the computers in both hospitals make use of ASP hosting functions to run a complete PACS/RIS workflow, eliminating the need for local servers.
The Hainan ASP pilot project has been hailed as the first successful deployment of regional PACS solutions in China Mainland and was an eye-opener for more than 120 health officers, CEOs, CIOs as well as healthcare IT experts who attended this years Hainan Local HIT Annual Seminar.
These luminaries include the Vice Director of the Hainan Provincial Health Bureau, the vice-president of the Hainan Industrial Economy and the Information Industry Board, the Secretary-General of CHIMA, CEOs and CIOs from 11 hospitals, as well as customers from Beijing, Jiangshu, Guangdong, etc.

In kicking off this year’s Hainan Local HIT Annual Seminar, Robin Chen, GM, GE Healthcare IITS, G. China, presented a rousing speech on behalf of all the partners involved with the project and the seminar.
This was followed by a report from Zhu Haizhou, Great China Marketing Manager, GE IITS, who analysed the global situation and introduced the development of ASP solutions worldwide. Zhu also took time out to review the year-long planning, construction, operation and outlook of the Hainan ASP PACS pilot project.
Asia Upstream Marketing Manager Zhu Jie rounded up the presentation with a report on the infrastructure of the system and the development of the related technology trends.
This was followed by a visit of Sanya City People’s Hospital for a chance to catch the ASP PACS in action.
Attendees were able to observe up close the key capabilities of ASP PACS, which include:
- PACS/RIS hosting;
- Authorized remote distribution of image and report;
- Remote diagnosis with Liu Guanghong, the director of Radiology Department in Hainan Province People’s Hospital.
From the start of the seminar, local government chiefs were full of praise for the preliminary results of the Hainan ASP PACS pilot project.
It is evident that the Hainan government attaches great importance to the socio-economic significance of efficient HIT management for the entire region.
Hainan government officials also expressed keen interest to include the Hainan ASP PACS pilot project in the government planning for 2008.
